If passed, I expect that this proposal would pretty much decimate the construction industry in Portland. Who would want to buy property and build in Portland with the full implications of this proposal? This would eventually put a lot of construction workers out of work. It would also possibly add to the numbers of homeless, unless those construction workers migrated someplace that had available construction jobs.

Most homeless are homeless by choice. Nearly 30 years of dealing with them has taught me that.
