Why was SWAT called out to deal with a vagrant? There’s some history/context missing from this story. Likely he had threatened someone with a weapon and when his hands went into his waistband, he presented a viable deadly threat, and he was shot. Doubtful it was a SWAT team I think that may be an assumption. SWAT generally takes time to respond and assemble.
