Even if you just read the Mueller summary we see Trump knowing about the hack of the DNC far in advance of release and having at least 3 solid contracts with Kremlin connected individuals. He expected to benefit and did from stolen information.
That he didn't report this to the FBI is collusive plainly. It's not criminal conspiracy but for the president to do this is wholly impeachable
