    How can you differentiate between “clearly a step in the right direction “ and “I’m not saying it’s working “? If you think it’s clearly a step in the right direction then of course you think it’s working. I don’t think it’s either.

    b) if looked at from Oct '16 lense, it would have been thought impressive
