Eventually Mueller will be asked if, according to his own prosecutorial standard, would he indict a private citizen with the same evidence. All he has to say is "no." In the current climate, If he says "yes," it's a yes. If he punts on it, it's a yes.

If Mueller has his way he will not answer any further questions on this.
