    Oregon has had some people transfer which opens up spots.

    From what I have read he needs to apply for a waiver to become immediately eligible.

    “Steele, a former four-star recruit out of Bellflower, California, was the Gators' top player in the 2019 class and was expected to see significant playing time in 2019. Given the details of his exit, it wouldn't be surprising if he applied for, and was ultimately granted, a waiver allowing him immediate eligibility.”-CBS Sports

    Only white QB's have to sit a year generally.

    Oregon is going to fields its best secondary in forever. Steele gives the Ducks some good size in the slot.
