A rail that ran from LA to SF would work but the cost isn't worth it and the only way you could ever compete price wise with air travel would be to heavily subsidize the cost of ticket.
LA to SF is a nightmare. Tons of stuff in between. Tunnelling through mountains and shit too. -

Fun anecdote, in my days working for multinationals there was a metric unofficially called "slush" that was calculated based on the costs associated with what it would take to spend on a project to make it happen given the "regulatory" burden.
