In 2021, he had 91 tackles, including 4 TFL for 6 yards, and 2 turnovers. He's serviceable, but nowhere near 1st team Pac-12

His turnovers weren't because he did anything. A LB getting skull dragged shouldn't count as a tackle. Maybe it was unfortunate that he played in 2021 but he's too slow to be a top anything in the conference.
As shitty Jon Wilner, it can be hard to truly know everything about every team. My guess is a lot of people are lazy and just look at stats, see Sirmon's numbers and assume that means something. I wouldn't even put him on fourth team All-Pac-12 and it's an exceptionally shallow year for linebackers in the conference going in.
With Flowe, part of that is I think how thin LB is but also the unfortunate thing with recruiting hype now is that we're seeing a lot of self-fulfilling prophecies where players who were big recruits get honors and unless they straight up don't play they get this kind of credit. I'm not just shitting on Oregon with that too - I've seen it with some recent UW and USC players. Bruener and one of the many veteran transfers coming into the conference should be ahead of him for now.
