Explicitly no, though I do suspect he would if he felt it was safe. Implicitly, yes. IQ and crime can be tied together, there is a strong correlation between violent crime and lower IQs. It would not be possible for someone that believes black peoples genetics are why they have a lower average IQ to decouple these things.

Furthermore, there are two possible causes for why black people have higher rates of crime. The first is systemic racism, which I subscribe to. The second is genetics. I have never seen anyone offer a third possible cause. You can list symptoms like black culture, single mothers, education and welfare. But none of those answer the question why.

If welfare incentivizes certain behaviors, why are black people more likely to fall into that trap? Why are they less educated? Why are they more likely to be single moms? Why is their “culture” worse? You can use circular reasoning to have these prove each other but you can’t come up with a cause because one you’ll never say (systemic racism) and the other you can’t say out loud.

You should read "Floating in a most peculiar way" by Louis Chude-Sokei. It's a memoir by an African/Jamaican immigrant, the second half of the book is his experience growing up in Los Angeles in the 80's and 90's with his single mother. He was shamed by his African American contemporaries for "reading too much" and any sort of academic pride as being "acting white". It's an interesting non American point of view from someone that desperately wanted to be accepted by the African American community he lived in by adopting race identity politics he didn't quite believe in. You should check it out!
