Washington needs a HC that is absolutely relentless and won't be a beta to Oregon ... that's not Dan Mullen.
Mullen was great at Mississippi State ... that's the ideal job for him given his personality in that you're really happy with a Top 15-25 team.
I'd be surprised if he's out of work for that long, there are some open jobs that I would be lining up to talk to Mullen on ... just not UW.
If Whittinham does indeed retire after this year Mullen would kill it at Utah. Knows the school and culture and as @Tequilla mentioned an off the beaten path job fits him better than the Florida meat grinder.
