Unfortunately, you only get one chance to default. Then you don't get to issue more debt at the current interest rates. If a commission was formed, it would determine that the swamp was some how involved and then nothing would happen. So save 30 million that would enrich a bunch of lawyer's pockets and keep it on the inter webs.
