HIB is the professional version of importing laborers. SJWs like it because they can virtue signal about diversity or something. Americans get lower salaries in the end or their job is given to a foreigner who probably doesn't know labor laws very well.

"It will only cover the planning phase" Today you can go from Portland to Seattle on Amtrak in 3.5 hours for $27. In your dreams, a non-stop high speed rail trip from Portland to Seattle could be done in 1 hour. But, there will be stops because of the political pressure to get people on in Vancouver, Olympia, Tacoma and any other localities that want on the train to either Seattle or Vancouver BC. An airplane trip would take an hour and run $160. So what would a $50? billion dollar high speed rail network from Portland to Canada have to charge per trip to pencil out? With transportation to the rail station and then going through security and being there an hour before departure and then getting transportation in Seattle to get to your actual destination you are back to a three hour trip. Or I can drive my car to my Seattle destination in 3 hours for $30 in gas.
Once again Team Dazzler with the supposed advantage of a mythical law degree and a hypothetical MBA decides that a massive subsidy for a mode of transportation that the public doesn't want is actually good for the public. Scratch a leftist, find a fascist.

Olympia isn't even on the main line. East Olympia is the stop. Was in the middle of nowhere headed out to Yelm. Probably a lot more folks these days

Now to be fair a 1 hour plane ride is 3 hours due to HHs favorite organization the TSA. Short train rides are always way better than plane.
The problem in the US is the cost of getting the land in the actual city and the fact that most train rides wouldn't actually be all that short between cities since most cities are spaced too far out. Some select few would work. Texas cities feel like they'd be the best one to start based on distance and flat ass nothing in between.
Or like Phoenix to Tuscon, but I'm not sure I want the Tuscon trash coming up so easily and often.
