They technically aren't the first. Wisconsin for example, if you graduate from a state school, then you don't have to pass the bar. At first blush this sounds blatantly unconstitutional under the interstate commerce clause. Generally, barriers to entry based on state borders are a violation. Really was the the biggest reason behind the US Constitution. Northern businesses were frustrated with state tariffs and restrictions on out of state businesses under the Articles of Federation that were in effect from 1781-1789.Bob_C said:
