Constitution is very clear about your right to free speech and your 2A gun rights. Your right to sleep, poop and use drugs on city sidewalks is tough to find in either the US or Oregon constitution. I love the term, "involuntary homeless". You are free to Control F that in the Constitution and then get back to me. Also try "involuntary looting".
