Spend billions on infrastructure on Baltimore's beautiful inner harbor and then pretend that it doesn't need to be protected and then scream about underfunding and blame whitey. $26,000 per student spending and your students are illiterate in both math and reading with no discipline or individual responsibility and then your surprised when it turns to sh*t.

Old encyclopedia's show the it on the maps until the mid to late 50's then poof! Old film from the very earliest flyovers show it as well and they also talk about the hole in the middle and greenery etc.
