Its like pulling teeth but it appears that Trump's failure was in not instituting a national hard lock down at the start. According to experts like @insinceredawg and @HHusky

He didn't have the authority to lock down nor can he make governors open. The democrats own the economy

Had Trump supported a lockdown all the Dem Gov's would've kept the economy open the entire time. Maybe that was his tactical error in all of this.
