    This never should have been a national emergency, but it is one now.

    Declaring an emergency was ok. It's been done before and was done with H1N1. Government officials ending economic activity and making what is left extremely difficult shouldn't have been done.
    That's Brazil's current approach, at least on the federal level. Will be someone to watch for a comparison.
