Apparently Twitter has more than one reason to give a similar “reason” for temporarily? blocking a new account. I’d give it a day or two and see if it opens up again. I didn’t have to “contest” it or anything when it happened to me.DerekJohnson said:

When you make a new account without confirming an email, Twitter blocks your account for a short time because the algorithm thinks you're a bot. It happened with me on a multimidia project.

They unlocked the account and sent a message asking me to commit to keeping Twitter a safe place for discourse.
I have yet to make a single tweet. -
