I think there's an element of that, and it's not that conspiratorial. Every time he flubs like this people lose their minds and the media gives it way too much attention. This serves to both distract from what his administration is actually doing, and further enflames his base when they see the media picking on him for ultimately inconsequential shit. The man knows how to rally his diehards.
