They've been allowed to consolidate such power that if they decide, separately or together, to close up shop, the online public square will be gone, because no legit alternatives have been developed.

Comes down to parenting and culture. You raise a sissy boy or girl then you get weak minded quitters. My daughter as a freshman put the senior girl in the hospital after bullying her 80 lb friend. She wasn't looking for a safe room. We are the people you want disarm.
Good luck. Kids are spoiled and soft. Not a lot of dairy farmer kids in the 30s were offing themselves. I realize that real mental illness is a problem. But encouraging it isn't a solution.
