"Grey Shirt" is going to a JC , online schoo, etc. and taking a few classes, but not enough to start your clock for a year. That year is used to getter better academically, physically, or both. -

This says blue shirts are on scholarship immediately, they just count against next years scholarship limit as long as they aren't 'officially recruited'.
They basically show up on campus as a walk-on but are given a scholarship, weird loophole. -
