APR scores are deceiving because they don't go beyond NCAA eligibility minimums which are based upon grades and credits. Some Pac-12 schools have well-known "easy pass/easy grade" classes and majors for scholarship athletes (and any other students) which, when taken judiciously by scholarship athletes, inflate APR scores.
