Portland cement is fine powder made of limestone, clay, and gypsum and is an ingredient in concrete, mortar, etc. It's not even named after the Oregon Portland. Concrete, on the other hand, is a mix of Portland cement, sand, aggregate, and water (and is 100% certainly named after the town upriver on the Skagit). It's the stuff that's hard and strong in compression. I think that was a subtle coded message from Troy that that his commitment to the Ducks won't stick and could blow away in the breeze at any second like a fine, uncured powder.
