This is a problem created entirely by liberalism. It's not conservatives who overturn the laws against sleeping and camping in public. It's not Conservatives who have gotten rid of vagrancy laws. And here in California it wasn't conservatives that let changed the laws allowing petty criminals and degenerates to go un-prosecuted and to remain out on the streets.

As to your stupid question, it might help if you didn't complicate things so much. The 10% don't do what the rest of us do because they're fucked up you moron; and a lot of them will always be fucked up. The reasons why are infinite and range from the obvious to the subtle. There's no devil, just brain chemistry. Everybody but you, apparently, seems to know this. Whether to deal with them, insure them, step over them in the street or just accept that we're already indirectly paying for them is a matter of personal philosophy.
No, I really didn't. You read a limit to my comment that suits what you want to say in your next "gotcha" post, which is fucking weird in and of itself. You want to call it a moral failing of very low- to un-skilled labor making between $5 and 20k per year w/o a hs diploma, go ahead. People don't typically wake up and decide to be shit takers. There are an infinite number of factors involved for most of these people beyond their immediate social upbringing, which is itself a huge factor. Alcoholism, abuse ... it's all over the map. Some are just the way they are ... don't have what it takes to do better and they do what they do where they find themselves. Get to know a social worker some time. Vast majority in shit situations have something pulling at them from joining the 90%. Not everybody in that category is qualified for Steilacoom. The number who just say "fuck it", I would guess, is relatively small.
Like I said: insure them, step over them or pay for them to visit the ER. They're never going away.
