For my money E40 is the greatest rapper who never hit it big. He's not a nobody by any means, but his talent far exceeds his mainstream rep. E40 is the author of more slanguage that the world has embraced than probably any person alive. Snoop will tell you 81% of the shit he made famous was just him biting E40.
Marshawn Lynch doesn't even rep the East Bay harder than E. An absolute master of wordplay, 40 is my litmus test for white people who say they like rap. If they don't know more than one E40 cut, they don't like rap.

Pioneers of "alternative" hip hop, A Tribe Called Quest is widely considered the most intelligent rap group of the 90's. So much so that my Jewish 8th grade English teacher thought he was woke because he listened to A Tribe Called Quest.
These backpackers from Queens also contributed my favorite collection of album coves to the genre.
As far as rapping is concerned, Q-Tip and his homeys are mostly forgettable IMO. Intelligence and social conscious are great but they don't necessarily make hits. Still, these dudes were chinnovative and chinfluential if not extremely chinteresting.
