There needs to be a tier that's above even Bruce Wayne/Tier 1. The illustration for this tier can just be an open briefcase full of cash, a mysteriously titled Escalade on 22s, and a sleazy looking used car salesman holding immigration documents.

One Star (not evaluated): Harris and Adams
Malloe adds an extra star. Kwat is trending in the right direction. Lubick is public enemy #1.
Will be interesting to see if we upgrade from PaoPao, Boner or Harris. -
