    I am not quite sure what you are arguing here. The last 10 mayors of New Orleans have been democrats and the last 9 of St. Louis. The last two mayors of Kansas city were independents. Not that this shows anything one way or another, I am just not sure what you mean.
    Maybe those were the wrong cities to use. But those areas are typically conservative and not exactly models of growth.
