If you want to catch them off guard there's much better ways than pitching it to Shaq wide 8 yards behind the LOS. I wouldn't have liked it but could have understood a playaction pass or a Williams naked bootleg. Something where if it's not there Williams can throw it away out of bounds and you still have fourth and goal from the one.
