Third world sh*t. Decline is a choice. You don't sell hundreds of pounds of copper on the street corner. Same with catalytic converters. It wouldn't take much to outlaw transactions in various metals with recyclers. Then run some sting operations and put the recyclers in jail. The recyclers buying metal from meth heads and fentanyl zombies wouldn't be buying meth and fentanyl from them. Right now there is no downside so you can get hundreds of thousand of dollars in damages from the repair costs and downtime for a few hundred bucks paid to the thieves.
