It's the government unions and "non-profits" who don't want the grift to stop. Bob Ferguson wants to cut spending because he wants to either wants a second term or to run for Federal office but Big Government Dems look at every union worker laid off as eroding their donations and voter base's impact.
If we really want to fix things, we would decertify the unions but that would be a tough mountain to climb because they will fight so hard.
The second best thing would be to tax union dues.

Bob has no interest in cutting spending. He’s trying to separate himself from crazies. Tax increases are the last resort in the marketing materials. He’s just as crazy as all of them.

At least you admit it is hope. Bob has fought hard as attorney general to allow all sorts of new taxes to go in. I prefer to look at his record.
