I think he's a little off on saying tOSU had a horrible year. The loss at Oregon wasn't horrible. The Michigan loss, yeah, but that's one game.
I think "dead" is a bit of a stretch. Their period of absolute dominance is over for now though, for the reason he gives. Saban was one of the first to speak out in complaint about NIL. It wasn't because he didn't want to pay them. He just didn't want to lose his advantage where only the elite cheaters could cheat.
