i wasn't criticizing the question. Merely explain how it's being interpreted. I have no dog in this fight.
That said, he probably didn't think he needed. He was planning to complete the wall. Since then things are out of fucking control. My best guess.

The entire world has emptied their prisons into our country at the invitation of commie Joe and Kameltoe. Trump built the wall. Joe tore it down. We now have a lot of military aged men from foreign countries including China and terror nations as well. It is time to deport every single illegal.
