If this were really an “intruder” situation why would the SFPD stand there while Pelosi held a hammer and then allow an “intruder” to grab the hammer and began beating him with it?

The SFPD initiated their bodycam policy in 2016. The rules and procedures are 7 pages. Don’t ever expect to see the actual vid of what happened.
