I don't know how much of it was spent in 2009 but I know that part of it was budgeted to 2009 and added to the budget deficit. There isn't a piece of spending in that 2009 budget that Obama voted against and all of it was passed by a Rat held Congress.

The Rats proposed a plan that was twice as expensive was what the GOP proposed. There is nothing in what you linked that shows the Rats were calling to raise Medicare taxes in order to pay for their plan. You are pulling claims straight out of your ass.
Obama voted for TARP as did most of the Rats in the Senate. More Rats voted for TARP than did Republicans. The Rats controlled both the House and the Senate. Not a single Republican voted for Obama's Stimulus fraud in the House and only three Republicans voted for it in the Senate.
Obama voted for the budget that he inherited when he became President and much of his crap spending, like Clash for Clunkers was part of the 2009 budget.
But according to Hondo, Obama wasn't responsible for any of this.
I can only conclude that Hondo is such a fucking racist he just doesn't hold blacks responsible for their actions. He thinks of them like children who know not what they do.
