Doesn't mean that being an elite recruiter isn't a huge advantage for a head coach. James Franklin is the first that comes to mind as a successful head coach who was first known as a recruiting specialist.
There aren't many coaches who can sell like Tosh. I would give him the shot if I were the Colorado AD. They aren't gettign any of the most coveted coordinators or head coaches of non-power 5 schools so they are better off gambling on someone unproven. -

Tosh at Cal would be more of a nightmare imo. His time with Saban and Colorados traditional recruiting grounds being more southern we wouldn't bump heads as much.
Plus Tosh being a Cal alumnus he could combat negative recruiting by calling it his dream job. CU would be looking over their shoulder after 3 years if he pans out. -
It would be terrible if Colorado hired Leavitt, and Oregon had to bring in Tosh at 1.8 million...
