The only way Gore could have possibly picked up enough votes to win Florida is if they would have counted the "overvote" ballots something that is almost never done in any election and something that Gore didn't request and that the Florida Supreme Court didn't include in their order for the state to conduct and recount.
Overvotes are when someone marks both candidates or more than one candidate for office. And trying to determine who that person really intended to vote for is highly subjective. Every media sponsored recount ended up showing that Bush won Florida under the recount that Gore and had asked for.
AP: A vote-by-vote review of untallied ballots in the 2000 Florida presidential election indicates George W. Bush would have narrowly prevailed in the partial recounts sought by Al Gore, but Gore might have reversed the outcome – by the barest of margins – had he pursued and gained a complete statewide recount.

In the first full study of Florida’s ballots since the election ended, The Miami Herald and USA Today reported George W. Bush would have widened his 537-vote victory to a 1,665-vote margin if the recount ordered by the Florida Supreme Court would have been allowed to continue, using standards that would have allowed even faintly dimpled “undervotes” — ballots the voter has noticeably indented but had not punched all the way through — to be counted.
Which is the standard that Al Gore had requested.
