UW isn't. This is year five sweetie. You just got pushed around by the fourth or fifth best SEC team with a shit coaching staff. You have a four year starter at QB, RB, an elite secondary, etc. All the recruits are Peterman's, everyone is full on in Socha's S&C program, and the culture is set. UW's one year run in 2016 was sweet like it was in 2000 and 1991 before that.
