Because it's the only basic human need controlled by money. Food, air, water. Two are free and everywhere. The third has to be grown, harvested, etc. This is for mass populations of course.

Once you control the food the people have to cower to your will. Those that don't, don't get any and your enemies die by default. It always ultimately fails, but food control is always step one.

How does slapping economic sanctions on them do anything to prevent land redistribution? The economy is already shit. This is like garnishing a homeless man's paycheck.
