I don't even think it should have been a penalty. He put his hand out but I don't think you can tell he's pushes him or if Josey just falls down. It was like MJs "push" on The Shot. Yeah, he put his arm out and it looked like a push but if you try and actually do that move you'll notice that it's impossible to really push someone in that motion.
