    I got the official memo today and read it over.

    Essentially every agency and division has to prove their worth or they are getting cut or merged with others.

    Of course all of us government workers have been taught how to inflate EVERYTHING on paper so everyone will look like they are amazing as always.

    Donnie is quickly figuring out that there is literally no one in charge. He can say he told people to do good stuff and they didn't. He kept his promise, etc.
