To be serious for a second (hardy har har), there's nothing in that article about their performance being affected by the drug use. Maybe the brass should look at whether these guys are deployed too often.

Stimulants and combat go hand in hand. Weed is weed. The only problematic thing on that list is ecstasy and it's probably from staying in San Diego when they port.
