Teachers union are the biggest self-serving drains on local, county and state governments.

Yeah, there are useless fucks in City and County buildings but not to the extent you claim. To get to that level of drain on our economy, taxes, and government, you need to look to the federal government.

Just for fun, google the employees of any City or County department and you'll find incompetence, nepotism, patronage, and conflicts of interest everywhere.
