I rescind my previous comment about shooting someone who is unarmed and apolozing then standing over them quoting some Dirty Harry type shit before you finish them off as being murder.

the dude is an ex cop + the witness statements seem pretty bullshitish (broad daylight, dude gets out of car and puts additional holes in him? Says a Hollywood movie line before capping him? The witness(es) were close enough to hear this and weren't, you know, running for their lives?)
