Most people making under $47k/year work by the hour, which is still paid overtime I believe. At least in Oregon that's the case.
It really makes no sense for the federal government to set an income level where salaried employees are to be paid for overtime. A person making $47k where I live is about the equivilent of making $62k a year in Seattle.
