I'm surprised anybody would be surprised. George H.W. Bush went back on his "no new taxes" pledge and fast foward to today Obama hasn't closed the prison camps at Guantanamo Bay yet (though I do vaguely remember reading he did put a closure plan to Congress earlier this year). Circumstances change, and it's naive to put much stock in what a candidate says during the election.
