Wouldn't be surprised if this is just politics. All they have to do is keep talking about Seattle getting a team. And as long as it continues to not happen, people will be afraid of their NBA team getting moved there. It's just one way to get more people to vote in favor of throwing tax dollars toward arenas and putting pressure on team owners to not be shitty owners.

The reality is that an arena won't get approved until it's crystal clear that the offer is in hand and only missing the signatures ... the NBA won't approve until they have the sign off on an arena that is ready to go with no exceptions ... approving expansion and communicating Seattle as the lead option probably gets things moving in the right direction.
As for an expansion team being shitty for years, it's a bit hit or miss depending on how the league sets up the expansion draft, etc. Getting high end picks CAN lead to being successful if you get a generational star with one of those picks ... but if you get a high pick in a draft without much in the way of elite talent then it doesn't matter. The bottom line in the NBA is that you need at least 1 generational star to win at the highest level ... until you get one of them you're only going to go so far. -
