My definition is a bunch of ideologues gain power and then become the elite, Control everything, squeeze every penny out of the system and live like kings. As they gain power they kill any opposition or send them to forced labor camps. They exterminate the educated and reeducate the uneducated to follow the great system. Then the economy turns to mush and the masses live in poverty.

Seems to be how it's gone so far!
