I'd use this to make a point about Scout's TBS star-inflation but the punter in question DOES have a scholarship offer from Northwestern State so we know he's legit
After checking it out, this is apparently the first year scout is ranking punters and there are 3 4* punters in the class. I'm sure they did their due diligence in ranking these guys.
