I think the strategy is to scare the woman to drop the suit. However, because of the media attention on this suit, the woman's lawyer is probably working for free or will take some of the reward. Either way Winston is spinning his wheels and making a stupid decision. This is another example of his immaturity and the biggest reason why he's going to be a horrible bust.
