I saw some guy at my gym wearing one the other day too, they are supposed to restrict your air intake to help increase your VO2 max... the actual measuring masks are really expensive I'd imagine since they are hooked up to machines and shit to analyze the results. You can buy the ones that joe blow at the gym wears for like $60 on Amazon.
